On 17 September the China Used Goods Association convened a symposium in Changzhou on legislation for the circulation of second-hand goods, covering the Yangtze River Delta. The LuxPik Technology (Beijing) Co., Ltd. was invited as a nationwide pre-owned luxury platform and joined more than thirty delegates from e-commerce platforms, physical marketplaces and related service providers in discussing how the circulation of second-hand goods should be legislated.
More Than Twenty Delta Companies Weigh In
Representatives of over twenty operating companies, e-commerce platforms, physical marketplaces and service providers from the Yangtze River Delta took part, with more than thirty delegates in total.
Platform representatives — among them The LuxPik, Duozhuayu, ATRenew, Taotian Group, Xianyu, eBay Greater China and Hangzhou Yixiang — together with companies such as China Resources Recycling Group and SF Group, and physical marketplaces including the Dahua used-goods exchange market in Suzhou, the Xiaodongmen exchange market in Changzhou and Shandong Tongxuncheng, each spoke from their own operating experience, analysed how the circulation system is being built, and put forward specific views on the legislation.
After the session, the delegates visited the Xiaodongmen exchange market in Changzhou, one of the designated second-hand goods circulation pilot enterprises.
The LuxPik: a First-batch Pilot Enterprise and a Principal Drafter of the National Standard
The LuxPik Technology (Beijing) Co., Ltd. has long worked in the circulation of pre-owned luxury, building a full-chain service system covering buy-back, authentication and sales, and operating two brands: Sheshouduo, focused on competitive-bid buy-back and retail, and The LuxPik, focused on authentication, auction and trade circulation.
In April 2025 the company was named among the first cohort of second-hand goods circulation pilot enterprises designated by the Ministry of Commerce and three other ministries jointly.
On standards, the company is one of the principal drafting organisations of the national standard on the basic competence requirements for second-hand goods appraisal bodies (plan number 20260539-T-322). The standard falls under the National Technical Committee on Second-hand Goods Standardization (TC440) and the Ministry of Commerce, and is currently open for public comment; the drafting organisations are listed on the National Public Service Platform for Standards Information.
Legislation Picks Up Pace as the Trade Enters a Decisive Period
The Ecological and Environmental Code of the People's Republic of China took effect on 15 August 2026. The code states that the country encourages and supports trade in second-hand goods and the development of second-hand marketplaces and platforms, and that the measures governing second-hand goods circulation are to be drawn up by the commerce department of the State Council together with the relevant authorities.
Against that background, legislation and standard-setting for second-hand goods circulation are advancing in step. This symposium was convened to hear views from the front line of the trade, so that the institutional design can draw on what the industry actually does.
