On 23 April 2026, the kick-off meeting for the national standard Basic Requirements for the Competence of Second-hand Goods Appraisal Bodies was held in Rongcheng, Shandong, jointly organised by the China Resources Recycling Association for Used Goods and the National Technical Committee on Second-hand Goods Standardization (TC440). The LuxPik Technology (Beijing) Co., Ltd. attended as one of the principal drafting organisations, and its general manager was named among the standard’s principal drafters.

As of publication the standard has completed drafting and entered public consultation — which means the long absence of a unified national standard for appraising second-hand goods is being addressed in substance.

A foundational standard filling a gap in the trade

Basic Requirements for the Competence of Second-hand Goods Appraisal Bodies is a recommended national standard, plan number 20260539-T-322, administered by TC440 under the Ministry of Commerce, with an 18-month project cycle formally issued on 28 January 2026. The kick-off marks the formal start of drafting work on a unified national standard for appraisal in this field.

The meeting was chaired by the executive vice-president and secretary-general of the China Resources Recycling Association for Used Goods, with more than twenty representatives from member organisations of the drafting group attending. Those organisations span trade associations, major trading platforms, appraisal and testing bodies, research institutes and universities — nineteen in all.

The draft addresses five layers of capability

The secretary-general of TC440 set out the process for drafting and revising national standards in the commerce field, together with the core framework, main content and drafting approach of the present draft. It covers organisational qualifications, personnel competence, technical equipment, appraisal procedure, quality management, record keeping and risk control, and sets out the basic capabilities expected of an appraisal body.

The published consultation draft specifies general requirements, personnel requirements, requirements for equipment, facilities and resources, appraisal requirements and quality management system requirements. It is intended for assessing the appraisal capability of such bodies, and companies carrying out their own appraisals may refer to it.

Representatives discussed scope, the setting of key indicators, and how workable the standard would be in practice, agreeing that a common national standard is the key to addressing inconsistent appraisal practice and the resulting lack of public confidence.

Bringing a decade of appraisal practice into the text

The LuxPik Technology (Beijing) Co., Ltd. has worked in pre-owned luxury since 2014, building an end-to-end service chain across buy-back, authentication and sales, and operating two brands in tandem: Sheshouduo for buy-back and retail, offering competitive buy-back, consignment auction and curated retail; The LuxPik for authentication and trade circulation, covering authentication, live auctions, online auctions, B2B supply and condition grading.

The group operates 100+ boutiques across 30+ cities and has served more than 500,000 clients. On the authentication side it has run its own standards framework since 2016 and has developed image-based AI authentication in house since 2024, used to assist online authentication — the AI does not issue a conclusion on its own, and every result issued is signed off by three appraisers.

Real transactions and appraisal samples at scale are what make participation in drafting useful: a clause has to be workable, and where workability ends is usually learned from problems that recur in day-to-day operations.

What the standard will change

According to the association, the standard will give regulators, appraisal bodies, trading platforms, operating companies and consumers a common reference. Qualifications, personnel competence, equipment, appraisal procedure and quality management will have one national yardstick — and consumers judging an appraisal body will have a published basis to compare against.

This is an important foundational national standard for second-hand circulation in China, and it will give regulators, appraisal bodies, trading platforms, operating companies and consumers an authoritative reference.

Closing

As the standard moves towards implementation, appraisal services for second-hand goods in China enter a phase with a standard to work to. The LuxPik will continue to support the drafting work, feeding practical experience and data from buy-back, authentication and circulation back into the text, while continuing to improve its own authentication framework.
